If you have to, put one of those doorhandle guards on the INSIDE, so she cant come out, unless you let her out. Reward her for going to bed/staying in bed by taking it off. Put it back on if she acts up again.

When you first put them to bed, carry them into the bedroom, give them hugs and kisses, tell them a story, or whatever your normal bedtime routine is. Then tell them Mummy loves you, tuck them in and tell them to go to sleep.
The first time she gets up, you pick her up, carry her back to her room, and give her a hug and kiss, and say "now mummy wants you to go to sleep".
The second time she gets up, carry her back to bed, say nothing, put her in bed and leave. No talking and no eye contact.
Every other time just do the same thing. No talking. Carry her to bed, leave.
If she is just crying, ignore it. You can go tell her to be quiet once, but that's it. After that you just ignore it.
