I do not think there are any solid rules around this. How about if you go ahead and make a proposal.

After 3 years, I know not of any official rules on any of the 5 boards I've visited.
Anyone can rack any post. Its probably ok to 2nd a rack, maybe even 3rd it if its trully epic but you have nothing else to add. If you have a comment you want to throw in, you can type rack and follow up with the comment to spice the response up.
Ultimately if you are quick to rack the right things, it can earn you some + points with the oldies and add to your epochness. If you rack bs stuff, it will land you in shit. Newbies should be careful and while there is no rule about when they should rack, they have to probably made some rackworthy posts before they can trully understand what is rackable and therefore be able to make some valid racks that can count in their favor.
You are welcome to rack this post so that I can start racking up my racks.
