it's 6 stories tall.- maybe a movie theater?
the building has a sprinkler system
by default the building has to have elevators.

His question is does he have to provide a lobby on each floor for these elevators to open into.

The answer to his question?
Elevators that open into fire-rated corridors must be provided with a lobby. The lobby can open open into these corridors but the openings must be provide with fire protectives. (ie: fire-rated doors/water curtain)
