Ive dealt with almost everyone involved on that project even though that job went down right when I started. I love the thought of the water coolers not being grounded and having kids shoot water into their mouth while touching the metal.Wouldnt the contractor know what he was doing (fire stopping) wasnt up to code?Was the material spec'd and the contractor just ignored it?

That was just the last find there. The block walls started buckling/crumbling while it was still under construction. If you're familiar with the project you'll know they didn't fill the block cells completely and left rebar just floating in a lot of the block.
