No, Phase 10 is a rummy type game. Wizard is a betting game.

Played Phase 10 the other night actually. Didn't get too far before one of the kids started freaking out and momma had to take her home.

I got shafted though because I was playing like rummy and didn't go out because my discard card could be played on someone else's pile which apparently is ok in this game or something.

It's okay as long as you only have 10 cards down on the table, either in your own hand or another's - and it has to go around the table once you've laid down before you can play on another's hand.
