2 Way Radio Help - Bill - 08-20-2004

looking at getting a pair of 2 way radios, for simple family use, then I discovered that you need na FCC license to us the gmrs crap...I want to stay on the Family sytem so I don't know. are most radios able to program to one system even though they are capable of both? any info would be helpfull.
