You can narrow down an address to a neighborhood. Of course the mods at forums are usually the most unsavory of characters so what harm is there in posting them.

technically speaking the IP isn't a really good indicator to get someone's addy. Most of the time it will narrow down to your somehow correct location but you could have some particularities of your provider that makes you 'pop' out on the internet not really where you are.
From a website that traces IP :
The country accuracy is estimated at about 99%. For IP addresses in the United States, it is 90% accurate on the state level, and 81% accurate within a 25 mile radius. Our world-wide users indicate 60% accurate within 25 miles
There are even free vpn services that allows you to operate through a secure connection from outside your normal country without having to deal with a shitty proxy located in Thailand.
