Report alleges cover-up in Cisneros fraud case
12:00 AM CST on Wednesday, January 18, 2006 - New York Daily News

WASHINGTON – A special prosecutor's long-delayed report charges that a cover-up at senior levels of the Clinton administration killed a tax fraud case against former Cabinet member Henry Cisneros.

The findings of David Barrett's 11-year, $23 million investigation will be made public Thursday.

Mr. Cisneros was forced to admit in 1999 that he had made secret payments to a mistress before becoming Mr. Clinton's secretary of Housing and Urban Development in 1993.

Mr. Barrett investigated tax fraud charges stemming from those under-the-table payments. His investigation was based in part on allegations in a 1997 memo to IRS headquarters by John Filan, an IRS criminal investigations chief in Texas. Mr. Filan accused top Clinton administration officials, including senior IRS lawyer Barry Finkelstein, of covering up Mr. Cisneros' tax fraud case by transferring it to two inexperienced lawyers in Washington.

Mr. Filan wrote that the two got orders "to kill the case from Barry Finkelstein at the outset."

Mr. Finkelstein declined to comment Tuesday.

Possibly. But regardless, its just stupid.

Cisneros paid a "girlfriend" $250,000 to keep her mouth shut. This whole investigation is about that and whether he paid the IRS taxes on the payoff. Shit, he's been gone from the white house and in private business for nearly 10 years now.

They spent 11 YEARS and $23 million dollars to tell us that there was a "coverup". DUH! The man was married and was hosing a chic on the side. Ya fucking think there was a coverup?

incredible, so this story is just made public because they prosecuted some dude who commited acts before "going into public administration" then leaved, a few years later they will announce that they spent nearly dunno...what are the taxes on 250'0000 dollars ? let's settle that he's got to pay 20 % to the irs, so 50k bucks. and they nearly spent 50 times that amount to prove that.

If criminals knew we arent going to spend the money to investigate complicated schemes corruption would be worse than it is now.Of course theres cheaper ways to do it but considering all the tax dollars wasted on road projects and other pork I think its money well spent.

Edit-Except for whitewater, that was the criminals who are going down now via Abramoff using a special prosecuter to further their corupt agenda.

They probably won't collect anything from it. Actually, they did Cisneros a favor by making a big deal out of this 11 years ago and making him quit. He's been in private business for years now and is one of the largest builders of low income housing in San Antonio. He's probably made more than $23 million in the past 11 years.

Washington is the most fucked up place on the planet. They couldn't find their ass with a shit seeking missle.
