Not entirely sure since I wasn't around when IJ flamed out and CF arose. But I would imagine that it was because people were looking for an alternative to the crowds and rules at UJ.
Just because people look for something different from UJ doesn't mean that it has to be IT. Judging by the traffic CF gets, I would say it is doing just fine.
